5. The new programme is carried out with a bivalent vaccine containing both avian influenza subtypes H5 and H7.
6. It shall be carried out in the areas listed in Annex I with a bivalent vaccine and in the areas listed in Annex II with the monovalent vaccine.
7. The vaccination programme shall be carried out with a bivalent vaccine in the areas listed in Annex I (‘the vaccination area’). The vaccination programme shall be implemented efficiently.
8. In Annex I, the title ‘vaccination area’ is replaced by the title ‘Area, where vaccination is carried out with a bivalent vaccine’.
9. Organic peroxides means liquid or solid organic substances which contain the bivalent -O-O- structure and may be considered derivatives of hydrogen peroxide, where one or both of the hydrogen atoms have been replaced by organic radicals.
10. The Netherlands has also requested approval of certain amendments to the preventive vaccination plan submitted on 21 February 2006, as regards its practical implementation such as the species to be vaccinated, the use of bivalent vaccines, identification of individual birds in backyard poultry flocks, the place of vaccination and restrictions on movements of such poultry.
11. According to that emergency vaccination plan, Portugal intends to introduce emergency vaccination on one holding in the region of Lisboa e Vale do Tejo, Ribatejo Norte, Vila Nova da Barquinha keeping valuable breeding mallard ducks and using a bivalent vaccine directed against avian influenza virus of subtypes H7 and H5 which is to be applied until 31 July 2008.
12. Portugal shall ensure that the mallard ducks are vaccinated in accordance with the emergency vaccination plan with a bivalent inactivated heterologous vaccine containing both avian influenza subtypes H5 and H7 authorised by that Member State in accordance with Directive 2001/82/EC or Regulation (EC) No 726/2004.
13. The Netherlands shall ensure that the preventive vaccination of backyard poultry and organic and free-range layers is carried out in accordance with the preventive vaccination plan with an inactivated heterologous vaccine of avian influenza subtype H5 or with a bivalent inactivated heterologous vaccine containing both avian influenza subtypes H5 and H7 authorised by that Member State or the Community in accordance with Directive 2001/82/EC or Regulation (EC) No 726/2004.
