13. As a consequence, on the basis of the common criteria, the Commission considers that, at this stage, the carrier cannot be withdrawn from Annex A of the Community list.
14. Therefore, on the basis of the common criteria, it is assessed that this carrier should be subject to an operating ban and therefore included in Annex A. The Commission is ready to provide technical assistance to the competent authorities of the Kingdom of Cambodia and will review at the next Air Safety Committee the safety situation of this carrier on the basis of any documentation submitted by the competent authorities of the Kingdom of Cambodia.
15. In the course of the procedure, the Commission received commitments from Germany and the owners of the pipelines that were involved in the Ludwigshafen-Münchsmünster pipeline project to the effect that they would respect the ‘common carrier’ and the ‘open access’ principles for the following pipelines:
