On 10 April 2006, the Council adopted Common Position 2006/276/CFSP, which confirmed the existing restrictive measures against the persons responsible for the violations of international electoral standards in the Presidential elections in Belarus on 19 March 2006 and the crackdown on civil society and democratic opposition and those natural or legal persons, entities or bodies associated with them.
    9. In accordance with Common Position 2006/276/CFSP, the Council has reviewed the restrictive measures and decided, in the light of recent developments, that further individuals responsible for the crackdown on civil society and democratic opposition should be targeted. The lists contained in Annexes III and IV to Common Position 2006/276/CFSP should therefore be amended accordingly,
    10. The Council deems it appropriate, following its conclusions of 10 April 2006, also to freeze the funds and economic resources of the persons referred to above, who played a role in the violations of international electoral standards and the crackdown on civil society and democratic opposition in the context of the 19 March 2006 Presidential elections.
    11. All funds and economic resources belonging to, owned, held or controlled by persons who are responsible for the violations of international electoral standards in the Presidential elections in Belarus on 19 March 2006 and the crackdown on civil society and democratic opposition, and those natural or legal persons, entities or bodies associated with them, as listed in Annex IV shall be frozen.
    12. On 6 October 2009, the EU, appalled by the reported human rights abuses following the crackdown and strongly concerned about developments in the Republic of Guinea, urged the National Council for Democracy and Development (NCDD), political parties and all relevant actors in the Republic of Guinea to take immediate action to restore the rule of law and put the country back on the path towards constitutional rule and democracy.
    13. All funds and economic resources belonging to, owned, held or controlled by President Lukashenko as well as those belonging to owned, held or controlled by certain other officials of Belarus who are responsible for the violations of international electoral standards in the Presidential elections in Belarus on 19 March 2006 and the crackdown on civil society and democratic opposition, and those natural or legal persons, entities or bodies associated with them, as listed in Annex I shall be frozen.
    14. In accordance with Regulation (EC) No 765/2006, all funds and economic resources belonging to, owned, held or controlled by President Lukashenko as well as those belonging to, owned, held or controlled by certain other officials of Belarus who are responsible for the violations of international electoral standards in the presidential elections in Belarus on 19 March 2006 and the crackdown on civil society and democratic opposition, and those natural or legal persons, entities and bodies associated with them, as listed in Annex I to that Regulation, are frozen.
    15. The restrictive measures against the persons who are responsible for the violations of international electoral standards during the 19 March 2006 elections and for the crackdown on civil society in the context of these elections, should be reviewed with a view to the speedy release and rehabilitation of all political detainees, and in the light of reforms made to the Electoral Code to bring it into line with OSCE commitments and other international standards for democratic elections as recommended by the OSCE/ODIHR, the conduct of future elections and concrete actions by the authorities to respect democratic values, the rule of law, human rights and fundamental freedoms, including the freedom of expression and of the media, and the freedom of assembly and political association,
