12. After consultation of the consultative committee for the fusion programme referred to in Article 7(2) of the specific programme implementing the seventh framework programme (2007 to 2011) of the European Atomic Energy Community (Euratom) for nuclear research and training activities, the Commission may finance:(a) within the framework of the Contracts of Association at a rate not exceeding 40 %: expenditure of specific cooperative projects between the Associates which have been recommended for priority support by the consultative committee and approved by the Commission; priority support will concentrate on actions of relevance to the ITER/DEMO, except in the case of projects which have already been awarded priority status during earlier framework programmes;
