This Regulation lays down the rules for the participation of undertakings, research centres and universities and other legal entities in actions undertaken by one or more participants by means of funding schemes identified in part (a) of Annex II to Decision 2006/970/Euratom establishing the seventh framework programme, hereinafter ‘indirect actions’.

These initiatives, mainly resulting from the work of European Technology Platforms and covering one or a small number of selected aspects of research in their field, will combine private sector investment and national and European public funding, including grant funding from the Seventh Framework Programme and loan and guarantee finance from the European Investment Bank. Each Joint Technology Initiative will be decided upon individually, either on the basis of Article 171 of the Treaty (this may include the creation of a joint undertaking) or on the basis of Specific Programme Decisions in accordance with Article 166(3) of the Treaty.
