6. All tyres provided as part of the equipment of a vehicle, including, where appropriate, any spare tyres, shall be suitable for use on the vehicles for which they are intended, particularly with regard to their dimensions, speed and load performance characteristics.
7. It is not excluded that part of the spare capacity is directed to the Community once measures are repealed. The sole Libyan exporter has well developed distribution channels in the Community, and, in general, the size of the Community market is attractive, particularly for countries with geographical proximity.
8. Overall, it is considered that there is no likelihood of resumption of exports to the Community in significant quantities and that, even if a part of the spare production capacity in Thailand would end up in the Community should measures be repealed, it is rather unlikely for the reason set out in recital 55 that the prices of such exports would be dumped.
9. In addition, a new series of amendments to Regulation No 83 (Emissions), Regulation No 34 (Fuel tanks), Regulation No 11 (Door latches and hinges), Regulation No 13 (Braking), Regulation No 18 (Anti-theft), Regulation No 97 (Vehicle alarm systems) Regulation No 17 (Seat strength and combined head restraints) Regulation No 26 (Exterior projection), Regulation No 14 (Seatbelt anchorages), Regulation No 48 (Installation of lighting and light signalling devices), Regulations No 1, No 8 and No 20 (Headlamps), Regulation No 44 (Child restraints), Regulation No 49 (Emissions heavy-duty vehicles), Regulation No 64 (Temporary-use spare wheels/tyres) to which the Community has already acceded entered into force. In accordance with Article 4(4) of Council Decision 97/836/EC of 27 November 1997 with a view to accession by the European Community to the Agreement of the United Nations Economic Commission for Europe concerning the adoption of uniform technical prescriptions for wheeled vehicles, equipment and parts which can be fitted to and/or be used on wheeled vehicles and the conditions for reciprocal recognition of approvals granted on the basis of these prescriptions (Revised 1958 Agreement), the Community has decided that those UNECE Regulations are part of Community law.
