9. Furthermore, it is noted that the volume of chassis and hydraulics imported from the PRC during the IP is insignificant in relation to the volume of imported Chinese hand pallet trucks.
10. The product under review is hand pallet trucks and their essential parts, i.e. chassis and hydraulics, originating in the People’s Republic of China, currently classifiable within CN codes ex84279000 and ex84312000.
11. A definitive anti-dumping duty is hereby imposed on imports of hand pallet trucks and their essential parts, i.e. chassis and hydraulics, of CN codes ex84279000 and ex84312000 (TARIC codes 8427900010 and 8431200010), originating in the People’s Republic of China.
12. The reason for this is that these small suppliers of parts to the production of the hydraulics or suppliers of wheels are dependent for their livelihood on their sales of parts to the Community producers of hand pallet trucks.
13. There are different types of hand pallet trucks and their essential parts depending mainly on the lift capacity, length of the forks, type of steel used for the chassis, type of hydraulics, type of wheels and existence of a brake.
14. Some interested parties reiterated their comments, set out in recital (11) of the provisional Regulation, regarding the inclusion of chassis and hydraulics under the scope of the ‘product concerned’ without, however, providing any additional information or justification.
15. The product concerned is hand pallet trucks, not self-propelled, used for the handling of materials normally placed on pallets, and their essential parts, i.e. chassis and hydraulics, originating in the PRC, falling within CN code ex84279000 and ex84312000.
